Carmen was born August 15, 1929 in Burnstad, ND the daughter of George and Beatrice (Hoberg) Lubbers.  She was raised and educated in Burnstad and Napoleon where she graduated from High School in 1947.  After graduation she attended Airline Communications and Business School in Minneapolis.  Carmen was employed at the Stock Growers Bank.  Carmen married Joe Burgad on June 6, 1950 and together they raised two children.  They lived in Burnstad where Joe was a Rural Mail Carrier.  In the late 60's they moved to Napoleon where Carmen was employed as Secretary at the Logan County Agents Office.  In 1974 they moved to Linton where she was again employed at the Emmons County Agents Office.  They retired in 1978 and moved back to Napoleon. Carmen was a member of the Beaver Lake Homemaker Club, a 4-H Leader for 20 years, Assistant Superintendent of the Logan County Historical Society, member of the American Legion Auxiliary, member of VIP singing Ladies, life member of the Disabled American Veterans (D.A.V.) and a life member of the 164 ^th Infantry Association.

Carmen died Sunday, October 21, 2018 in Bismarck, ND. She was 89 years old.

Carmen is survived by her son, Mark Burgad, Rapid City, SD and her daughter, Kim Huber, Bismarck, ND; grandchildren, Derrick Burgad Indianapolis, IN, Bill Huber (Jen) Fargo, ND, Ryan Huber (Tara) Fort Atkinson, WI, Wade Huber (Erin) Linton, ND, Jill Rowe (Steve) Fargo, ND, Janell Adams (Mike) Oxbow, ND, ten great grandchildren, brother Dale (Margaret) Vancouver, WA. She was preceded in death by her husband Joe, brother Byron, Mother, and Father.
